Ongoing Railway Projects

Will the Minister of RAILWAYS be pleased to state:-

(a) the details of the ongoing railway projects in Haryana at present;

(b) the status of each railway project as on date;

(c) whether any project is lagging behind the schedule;

(d) if so, the details thereof and the reasons therfor; and

(e) the details along with the current status of the railway projects from Bhiwani to Loharu and Delhi to Alwar via Sohna-Nuh-Firozpur Jhirka?

(a) to (e): A Statement is laid on the Table of the House.

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF STARRED QUESTION NO.46 BY SHRI DHARAMBIR SINGH TO BE ANSWERED IN LOK SABHA ON 20.11.2019 REGARDING ONGOING RAILWAY PROJECTS.
(a) and (b) For further improving the rail connectivity in Haryana State, 10 railway projects including 07 New Lines, 01 Gauge Conversion and 02 Doubling Projects, falling fully/partly in the State of Haryana are in different stages of planning/approval/execution. Total length of these Projects is 1014.77 Km, costing 10146.48 crore, out of which, 394.55 km length has been commissioned and expenditure of 2622.42 crore has been incurred up to March, 2019.
The status of all ongoing works including allotment of funds and expenditure on each project is appended.

(c) and (d) The timely completion of any Railway project depends on various factors like quick land acquisition by State Government, forest clearance by officials of forest department, tree cutting permission, shifting of infringing utilities (both underground and over ground), statutory clearances from various authorities, geological and topographical conditions of area, law and order situation in the area of project site, number of working months in a year for particular project site due to climatic considerations, encountering unforeseen conditions like earthquake, flooding, excessive rains, strikes of labour, orders of Hon’ble Courts, situation and conditions of working agencies/contractors etc. All these factors vary from project to project and site to site and affect the completion time and cost of the project.

(e) Bhiwani-Loharu and Delhi-Sohna-Nuh-Firozpur Jhirka-Alwar new line projects have been taken up by Haryana Rail Infrastructure Development Corporation (HRIDC), Joint Venture (JV) Company of Government of Haryana and Ministry of Railways, for feasibility study. The report has been shared with Government of Haryana.
