Sub: Modification in the Yatri Ticket Suvidha Kendra (YTSK) policy.

The scheme of YTSK was introduced vide Commercial Circular no. 33 of 2014 and provisions of the scheme have been modified vide CC nos. 35, 37, 39, 40 & 45 of 2014, 21&59 of 2015 and 55 of 2017.

2, The YTSK scheme has been further reviewed in consultations with Finance Directorate of the Ministry of Railways to make certain modifications in the scheme.

2 Registration

Fee

As per Para 5.1 of CC no. 33/2014, YTSKL pays a one – time non-refundable registration fee of f 5 lakh upon allotment of license. Licensee shall pay one-time non-refundable registration fee of Rs. 2 lakh upon allotment of license.
3 Renewal of License As per Para 7 of. CC no. 33/2014, the initial tenure of the license is for a period of 3 years. The license can be renewed for one year at a time after expiry of. Its existing tenure subject to the satisfaction of the competent authority and as per the extant policy prevalent during the period of renewal. The initial tenure of the license is for a period of 3 years. The license can be renewed for three years at a time after expiry of its existing tenure subject to the satisfaction of the competent authority and as per the extant policy prevalent during the period of renewal. For the existing YTSKs, this will be applicable at the time of next renewal
4 Security

Deposit

As per Para 5.3 of CC no. 33 of 2014, the YTSK license is required to keep an interest free security deposit of  Rs. 2 lakh per port subject to a maximum of  Rs. 5 lakh with the Railways. The YTSK license is required to keep an interest free security deposit of  Rs. 1 lakh per port subject to a maximum of Rs. 5 lakh with the Railways.
5 Timing

restriction for operation of YTSK terminals

As per Para l(v) of Commercial Circular no. 21 of 2015, the operational timings for general reservation for booking of PRS and UTS tickets at YTSKs are 0830 hours to 2200 hours on weekdays and from 0830 hours to 2000 hours on Sundays. The booking hours for Tatkal reservation start at 1030 hours or as per timings specified by Ministry of Railways from time to time. On the opening day of reservation the timings of restriction for booking general as well as Tatkal reservation will be reduced from existing 30 minutes to fifteen minutes. As such YTSKs shall be able to issue general tickets on the opening day of reservation from 0815 hours and Tatkal tickets on the opening day of reservation from 1015 hours and 1115 hours for AC and non-AC classes respectively.
6 Eligibility

As per Para 2 (i) of CC no. 33 of 2014, the applicant should have worked as authorised ticketing agent providing railway ticketing (reserved/unreserved) services for passengers of Indian Railways for at least five years. 7 Transfer of License ‘ As per, Para 18 of CC no. 39/2014 license shall be non- transferrable, provided that in case of death of agent, the license may be transferred to his/her legal heir on a request made in writing for the unexpired period only of the license by the competent authority and the legal heir shall be eligible to apply for renewal of the said license in accordance with the provisions of rules, as applicable at the time of renewal. The following clause may be added in the scheme:

“The YTSK will indicate two (02) nominees/legal heirs in whose name the license should be transferred in case of death of the YTSK. In case the nominee 1 passes away before the YTSK or is unwilling to continue as YTSK after the demise of the original allotted, nominee 2 shall be asked to continue as YTSK.

3. The aforesaid modifications will take effect prospectively from the date of issue of this circular. Necessary instructions may be issued to all concerned accordingly.

4. All the remaining provisions of the existing policy shall remain unchanged.

5. This issues with the concurrence of Finance Directorate of Ministry of Railways.
